Health Services Division: Health Services Division of the Ministry of Health and Family Welfare will have the responsibility for the maintenance of the One-Stop Crisis Centre at medical college hospitals and One-Stop Crisis Cell at district sadar hospital and upazila health complexes’ facilities and equipment’s.
The existing 40 One-Stop Crisis Cells at District Sadar Hospitals and 20 One-Stop Crisis Cells at Upazila Health Complexes are being operated. These cells will be remained functional in the 4th phase. Among these, 5 existing One-Stop Crisis Cells at Bogra, Pabna, Kustia, Jessore and Cox’s Bazar will be shifted to Joypurhat, Narail, Rajbari, Jamalpur and Rangamati district sadar hospitals respectively. Besides, 7 more One-Stop Crisis Cells will be established at Thakurgaon, Bhola, Manikganj, Gaibandha, Kurigram, Nilphamari and Moulvibazar District Sadar Hospitals. Ministry of Health and Family Welfare will allocate required spaces at 12 District Sadar Hospitals for the establishment of 12 One-Stop Crisis Cells. Cooperation should be extended to the study undertaken at the beginning of the 4th phase in order to select appropriate place for cells at district and upazila levels.
The existing One-Stop Crisis Centres at Dhaka, Rajshahi, Chittagong, Sylhet, Barisal, Khulna, Rangpur and Faridpur Medical College Hospitals will be remained functional in the 4th phase. Ministry of Health and Family Welfare will allocate required spaces at 9 Medical College Hospitals at Gopalganj, Cox’s bazar, Bogra, Pabna, Kushtia, Mymensingh, Comilla, Jessore and Noakhali for establishment of 9 One-Stop Crisis Centres. Four doctors will be deployed for each of all the seventeen OCCs. One will be senior Medical Officer and act as Coordinator of the OCC for at least three years. The Ministry should make sure that at least one of the OCC doctors is a female and specialised in gynaecology. Six nurses have to be deployed for each of all the seventeen OCCs. The staffing will make sure that the OCCs are in operation 24 hours every day of the week. RMOs and MOs will be attached at One-Stop Crisis Cells at district and upazila level. Ministry of Health and Family Welfare will allocate required spaces at Dhaka, Rajshahi, Chittagong, Sylhet, Barisal, Khulna, Rangpur, Faridpur and Mymensingh Medical College Hospitals for the establishment of 9 Regional Trauma Counseling Centres. Existing divisional DNA screening laboratory at Rajshahi, Chittagong, Sylhet, Barisal, Khulna, Rangpur and Faridpur Medical College Hospitals will be remained functional in the 4th phase and the Ministry will allocate required space for one divisional DNA Screening Laboratory at Mymensingh Medical College Hospital.
The function and staffing of the OCCs will be absorbed into the structure of the ministry. The ministry will fund salary for all the staff categories and pay TA/DA to the Steering Committee members coming from the medical colleges and medical college hospitals. (ii) Medical Education and Family Welfare Division: This division will ensure that anti-VAW information is included in teaching material in the National Institute of Population Research and Training (NIPORT) and NIPSOM.
