Background

Multi-Sectoral Programme on Violence Against Women is being implemented jointly by the Government of Bangladesh and Government of Denmark under the Ministry of Women and Children Affairs. This project supports the Bangladesh Poverty Reduction Strategy and also aligned to the UN Convention on the Elimination of All Forms of Discrimination Against Women and Danida’s strategy for gender equality. The pilot phase of the project took place from May 2000 to December 2003, the first phase from January 2004 to June 2008, the second phase from July 2008 to June 2011 and the third phase from July 2011 to June 2016. The programme is now in its 4th phase, which will continue until June 2021. The project is being carried out in collaboration with the Ministry of Law, Justice and Parliamentary Affairs, Ministry of Information, Ministry of Social Welfare, Ministry of Home Affairs, Ministry of Health and Family Welfare, Ministry of Education, Ministry of Religious Affairs, Ministry of Youth and Sports, Ministry of Labour and Employment, Ministry of Posts, Telecommunications and Information Technology and Ministry of Local Government, Rural Development and Cooperative.

Management and Activities
This project is being implemented with the involvement of ten ministries and the multi-sectoral management set-up. Each of the ten ministries have its own role in the project. Consequently the ten ministries own the components of the project. The One-Stop Crisis Centre (OCC) in the pilot phase and DNA laboratory in the first phase were established first time in Bangladesh. In the 2nd phase National Trauma Counseling Centre established for providing mental health support to the women and children victim of violence. The 7th and 8th OCC in Rangpur and Faridpur Medical College Hospital were established during the 2nd phase of this project. In the 3rd phase the ongoing activities of the project will be more improved and dynamic. An initiative has been made to establish One-Stop Crisis Cell in 47 districts and 20 Upazilas during the 3rd phase of the project. A National Action Plan on VAW will also be developed in this phase. Besides, broader mass awareness campaign to combat violence against women will be increased.
Objectives

The general objective of the project is to reduction in incidences of violence against women and children and improved redress through joint collaboration between relevant ministries and non-government agencies. The specific objectives are:

  1. Improved Services related to Violence Against Women consolidated and to increase quality, efficiency and sustainability.
  2. Awareness on VAW and related public Services increased in relevant institutions and general public and increase in the use of the concerned facilities.
  3. National Centre on Gender based Violence effectively functioning through coordination with ministries and relevant agencies, and capacity building of key ministries and departments.
  4. Developed a multi-sectoral coordination mechanism through implementation of National Action Plan to Prevent Violenceagainst Women and Children (2013-2025)
  5. Targeted legal and procedural reform achieved to enhance prevention and protection of VAW.
