Coordination with Concern Ministries
ulti-Sectoral Programme on Violence Against Women

Ministry of Women and Children Affairs: (Lead Ministry)

The Ministry of Women and Children Affairs (MoWCA) will act as the lead ministry and consolidate, maintain and facilitate the coordination between the participating ministries and the programme with regard to smooth implementation and absorption and sustainability of the components implied in each individual ministry. If emergency handling of programme matters arises, the Ministry of Women and Children Affairs will take the necessary responsibility. MoWCA will ensure that regular meetings of the Steering and Coordination Committees are held and the meetings are well prepared and recorded. MoWCA will facilitate so that statistics on VAW is collected regularly and that information on all VAW related activities are gathered and that this will form the basis for the development of a comprehensive VAW programme to be supported by all interested donors. MoWCA will ensure that donor coordination concerning support to VAW-programmes takes place. MoWCA will ensure that the VAW Cell is adequately equipped and staffed to assume the assigned responsibilities in relation to the Programme

Ministry of Health and Family Welfare
Health Services Division: Health Services Division of the Ministry of Health and Family Welfare will have the responsibility for the maintenance of the One-Stop Crisis Centre at medical college hospitals and One-Stop Crisis Cell at district sadar hospital and upazila health complexes’ facilities and equipment’s.

The existing 40 One-Stop Crisis Cells at District Sadar Hospitals and 20 One-Stop Crisis Cells at Upazila Health Complexes are being operated. These cells will be remained functional in the 4th phase. Among these, 5 existing One-Stop Crisis Cells at Bogra, Pabna, Kustia, Jessore and Cox’s Bazar will be shifted to Joypurhat, Narail, Rajbari, Jamalpur and Rangamati district sadar hospitals respectively. Besides, 7 more One-Stop Crisis Cells will be established at Thakurgaon, Bhola, Manikganj, Gaibandha, Kurigram, Nilphamari and Moulvibazar District Sadar Hospitals. Ministry of Health and Family Welfare will allocate required spaces at 12 District Sadar Hospitals for the establishment of 12 One-Stop Crisis Cells. Cooperation should be extended to the study undertaken at the beginning of the 4th phase in order to select appropriate place for cells at district and upazila levels.

The existing One-Stop Crisis Centres at Dhaka, Rajshahi, Chittagong, Sylhet, Barisal, Khulna, Rangpur and Faridpur Medical College Hospitals will be remained functional in the 4th phase. Ministry of Health and Family Welfare will allocate required spaces at 9 Medical College Hospitals at Gopalganj, Cox’s bazar, Bogra, Pabna, Kushtia, Mymensingh, Comilla, Jessore and Noakhali for establishment of 9 One-Stop Crisis Centres. Four doctors will be deployed for each of all the seventeen OCCs. One will be senior Medical Officer and act as Coordinator of the OCC for at least three years. The Ministry should make sure that at least one of the OCC doctors is a female and specialised in gynaecology. Six nurses have to be deployed for each of all the seventeen OCCs. The staffing will make sure that the OCCs are in operation 24 hours every day of the week. RMOs and MOs will be attached at One-Stop Crisis Cells at district and upazila level. Ministry of Health and Family Welfare will allocate required spaces at Dhaka, Rajshahi, Chittagong, Sylhet, Barisal, Khulna, Rangpur, Faridpur and Mymensingh Medical College Hospitals for the establishment of 9 Regional Trauma Counseling Centres. Existing divisional DNA screening laboratory at Rajshahi, Chittagong, Sylhet, Barisal, Khulna, Rangpur and Faridpur Medical College Hospitals will be remained functional in the 4th phase and the Ministry will allocate required space for one divisional DNA Screening Laboratory at Mymensingh Medical College Hospital.

The function and staffing of the OCCs will be absorbed into the structure of the ministry. The ministry will fund salary for all the staff categories and pay TA/DA to the Steering Committee members coming from the medical colleges and medical college hospitals. (ii) Medical Education and Family Welfare Division: This division will ensure that anti-VAW information is included in teaching material in the National Institute of Population Research and Training (NIPORT) and NIPSOM.

Ministry of Home Affairs

(i) Public Security Division: Two police officers and two police constables (at least one female) will be seconded to each of the One-Stop Crisis Centres (OCCs). The police will report, file the case and undertake the required investigation of each case within the resources and facilities of the ministry. The ministry will provide the Police Officer with the authority to investigate all the cases division-wide.

The police officers will document all cases of violence against women and make the FIR accurately. They will deliver the FIR to relevant police station where the officer in-charge will finalise it.

The Ministry of Home Affairs will extend all necessary cooperation to the programme for the training of all police personnel related to the programme. The ministry will further facilitate the participation and collaboration of police training personnel in the development of training materials and courses for subsequent training of police personnel in sensitive handling of violated and sexually abused women. The ministry will guide and advice on any matter that can improve the legal handling of criminal offences against women. The ministry will fund salary for police staff and resources required for performing efficient investigation of each case.

(ii) Security Services Division: This division will facilitate in all matters that can promote and improve the security of women and children and will coordinate with its various departments like department of prisons, narcotics control bureau etc.

Ministry of Information

The Ministry of Information (MoI) will guide, distribute, broadcast and disseminate public Information materials. The Departments and institutions take adequate initiatives for the dissemination of the services and message on prevention and protection of VAW.

Ministry of Social Welfare

The ministry will deploy a Social Welfare Officer to all the seventeen OCCs. The Social Welfare Officer will facilitate the women in the OCCs within the resources available in the ministry. The Ministry of Social Welfare will extend necessary cooperation for appropriate shelter service to the victims of violence. The ministry will fund salary for the Social Workers and shelter service in government institution.

Ministry of Law, Justice and Parliamentary Affairs

(i) Law and Justice Division: The ministry will facilitate in all matters that can promote and improve women’s access to the criminal justice system. Institutional linkages will be made available through Judicial Administration Training Institute (JATI) and National Legal Aid Services Organization (NLASO) for capacity building of the judiciary and promoting legal aid supports to the women and children victims of violence. The ministry will make sure that all relevant actors can participate in programme training in order to get required knowledge of all aspects of the functions of the OCCs, DNA Profiling and case handling, if needed, to facilitate speedy handling and trial of OCC cases and with regard to justice for violated women and children. The ministry will take necessary action to facilitate that the existing legal aid fund is made available for women victims of violence attended by the OCCs.

(ii) Legislative and Parliamentary Affairs Division: The ministry will review and take necessary action to amend existing laws, to enact new laws and to promote the access to justice to the women and children victims of violence. It will also provide support for improving the procedural arrangement in the courts and tribunals and other legal entities to enhance the process of investigation and prosecution. It will also support to develop the legal documents to promote the security and safety to the witness of the cases related to the gender based violence.

Ministry of Education

(i) Secondary and Higher Education Division: This division will ensure that anti-VAW information is included in teaching material and facilitate the Directorate of Secondary and Higher Education and National Curriculum and Textbook Board to review and revise the curriculum of secondary schools, National Academy for Educational Management (NAEM)

(ii) Technical and Madrasha Education Division: This division will ensure that anti-VAW information included in Madrasha board and the Madrasa Teachers Training Institution (MTTI) will include anti VAW issues and aspects in the training curricula.

Ministry of Religious Affairs

The ministry will ensure that anti-VAW information is included in training curriculum for religious leaders and facilitate the Islamic Foundation to review and revise the training curriculum and content for regular training of imams throughout the country. MoRA can play an important role with religious leaders to remove stigma towards violence survivors and work as an agent for reintegration of survivors in the community.

Ministry of Youth and Sports

The Ministry of Youth and Sports will play a strategic role in dissemination of messages and mobilizing young women and men against gender discrimination and violence against women and children in collaboration with other department and agencies. Also organise and mobilise the youths for voluntary participation to create awareness against sexual harassment and gender based violence. MoYS will play an important role for rehabilitation and reintegration of the women and children victims of violence through ongoing programmes.

Local Government Division, Ministry of Local Government, Rural Development and Cooperatives
Local Government Division will ensure that the anti-VAW issues are included in the training curriculum of National Institute of Local Government (NILG). Also ensure to form a VAW committee in city corporations and pourasavas for strengthening the activities to address violence against women and children. LGD will provide institutional supports for dissemination of information and creating awareness raising activities to address gender based violence through local government institutions. Also take initiatives to strengthen the existing committees of District, Upazila and Union Parishad to address gender based violence.
Ministry of Posts, Telecommunications and Information Technology

  1. Post and Telecommunications Division: The Ministry will exploit the modern technology to prevent violence against women and children. Provide the protocol supports toward effective functioning of Joy Apps for emergency support to women and children victims of violence.

  2. Information and Communication Technology Division: Make special efforts to prevent cyber crime and abuse of women and children by using digital devices. Take initiatives to sensitize the professionals, aware the common people and advocacy for mass mobilization against gender based violence.

Ministry of Labour and Employment
The Ministry will ensure the rights and privileges of the working people in formal sectors and promote the similar provisions in private sector. Efforts will be made to prevent the engagement of children in hazardous and risky professions. Develop the policy and legal documents to safeguard the domestic workers. Make initiative to prevent abuse of female labour in the working place.
